1043: Add Nova Care r=poteto a=w3bdesign

I have gone through their interview process. First I met with the CEO, then I got a take-home task that was to create a rock, paper and scissors game in JavaScript with tests. 
Then I had a video presentation with several of their developers. Then a video meeting with their customer.
